Bio:

Blake Bingham is the Deputy State Engineer at the Utah Division of Water Rights. He joined the State Engineer’s Office in 2011 overseeing the Division's water rights adjudication efforts throughout the state until 2020, when he was assigned as the Assistant State Engineer responsible for the Applications and Records Section. In 2022, Mr. Bingham took on his current role as Deputy State Engineer, supervising the regions that are tributary to Great Salt Lake. Prior to employment with the Division of Water Rights, Mr. Bingham worked for several years in the private sector as a consultant for Bingham Engineering. He earned his B.S. in Civil Engineering from Utah State University in 2003 and is a registered Professional Engineer in the State of Utah.

Title: Effluent Odyssey: Navigating Wastewater Reuse in the GSL Basin

Abstract: As competing demands for water resources continue to grow, wastewater reuse has become a more compelling option to meet projected growth. However, treated effluent is also a significant source of inflow to Great Salt Lake. Consequently, during the 2023 session, the Utah Legislature created additional regulatory requirements for applications that contemplate sewage effluent reuse within the Great Salt Lake watershed.
