15th Biennial Great Salt Lake Issues Forum

Great Salt Lake: To Preserve and Protect in Perpetuity—
How Are We Doing? Part 2

Every two years, FRIENDS hosts the Great Salt Lake Issues Forum. The forum’s goal is to encourage constructive dialogue about the future of the Lake’s ecosystem and its resources, and to illuminate the complexities involved in research, management, and planning for the Lake. The forum also explores Great Salt Lake from many different angles and in many different contexts—far beyond its resource development potential—to emphasize its ecological values as well as its intrinsic values that have contributed to our history, culture, and spirit.

The program includes resources from the region and hemisphere to share important insights from those systems that will help us—the home team—recognize how unique and critical Great Salt Lake is in that context. Program participants for the 2026 forum will include Owens Lake, Mono Lake, Salton Sea, Laguna Mar Chiquita, Lake Urmia, and a keynote presentation by Egor Zadereev, President, International Society for Salt Lake Research( ISSLR); Member, IUCN (International Union for Conservation of Nature) Commission on Education and Communication; Research Scientist, Krasnoyarsk Research Center, Siberia. FRIENDS serves on the board of the ISSLR.

The 2026 forum includes a 3-day poster session, awarding of the 2026 Doyle W. Stephens Scholarship to a graduate and an undergraduate student engaged in new or ongoing research focusing on the Lake, and a Friday evening reception and banquet at the Alta Club, during which the 2026 Friend of the Lake Award will be presented.

The 2026 forum is Part 2 because our goal is to share progress that has been made with research, management decisions, policies, and practices since our 2024 GSL Issues Forum, as we continue with our commitment to the future of Great Salt Lake.

In November 2022, Great Salt Lake reached a new historic low of 4,188.5’ asl. This low elevation affected salinity concentrations and compromised the viability of the food web, productivity of the system, wildlife habitats, navigation, and industrial operations.

Additionally, dust from newly exposed lakebed has raised concerns about impacts to public health. And these ongoing concerns about climate change, projected population growth, and water needs for the future have spurred constructive legislative tools.

Among the many topics the forum will address are:

  • The ongoing work of the GSL Commissioner’s Office to implement the near and long term actions and goals of the Great Salt Lake Strategic Plan https://www.utah.gov/pmn/files/1189833.pdf to guide long term Great Salt Lake recovery.
  • The continuing development of the Great Salt Lake Basin Integrated Plan. The plan’s goal is to ensure a resilient water supply for the Lake and all water uses throughout the watershed.
  • The GSL Salinity Advisory Committee’s ongoing pursuit of advancing the scientific understanding of GSL salinity that can inform recommendations to the Division of Foresty, Fire & State Lands, and Division of Water Quality for long term management of water and salt transfers through the Union Pacific Railroad Causeway that protect the ecological viability of the ecosystem.
  • Continuing work on dust monitoring and management that includes the development of a GSL Basin Dust Exposure Modeling Tool https://wilkes-center.github.io/gsl-dust-tool/ that will improve data collection to inform improved management decisions.
  • The Migratory Shorebird Survey: Great Salt Lake & Regional Update https://sagelandcollaborative.org/shorebirds provides insights about distribution and abundance of shorebirds at more than 200 survey sites during fall migrations from 2022-2026.
  • The Great Salt Lake Strike Team January 7, 2026 Great Salt Lake Data and Insights Summary : A synthesized resource document for the 2026 General Legislative Session https://utahpolicy.com/news-release/76302-great-salt-lake-insights-and-data-summary; an important reference to guide Great Salt Lake’s recovery.

The time is ripe to bring people together to engage in responsible and productive discussions about Utah’s water future and how Great Salt Lake is included in that work. The future of Great Salt Lake is now and the 2026 Great Salt Lake Issues Forum is an opportunity to spotlight that. Please Join us!
